HBR is proudest of its people. While technology and process design and control are key ingredients in the Company's efficiency and effectiveness at emergency physician billing, a billing company ultimately can be no better than the people who serve there.

The senior leadership has an average tenure of 16 years with the Company and works with a team of management professionals with some of the finest qualifications in the industry. HBR personnel have contributed a great deal to the specialty of emergency medicine both in Company service and in outside organizational activities. We believe that the management of HBR is an important reason why so many emergency physician groups entrust us with their business.

Executive Management

Edward L. Suggs, Chief Executive Officer, HBR, Inc. - Ed has overall responsibility for all three of the Companys operating centers. He has led HBR since 1986 and is actively involved with client support. Prior to HBR, Ed was a manager for the public accounting firm of Ernest & Young. He is a graduate of the University of North Carolina-Charlotte, is a member of the American Institute of Certified Public Accountants, the North Carolina Chapter, (NCACPA) and the Healthcare Financial Management Association.



Victor Sarkissian, CPA, President, HBR - Victor has been with HBR since 1988 and has overall responsibility for the Company's largest subsidiary in Bala Cynwyd, Pennsylvania.  Prior to joining HBR, Victor was with PricewaterhouseCoopers for 10 years, where he managed the Healthcare Reimbursement and Legislative Group and achieved recognition  as an authority on physician reimbursement and practice arrangements, hospital joint ventures, and corporate restructuring.  He has been a speaker for many organizations including Temple University, American Hospital
Association, Healthcare Financial Management Association, and state chapters of the American College of Emergency Physicians.  He is a member of the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants and the Healthcare Financial Management Association.


Edward R. Gaines, III, JD, CCP, Senior Vice President and Chief Compliance Officer. - Ed is responsible for HBRs legal and compliance affairs. He developed and implemented HBRs compliance program, the first ever for the billing industry. He was a founding member and is a Fellow of the Health Ethics Trust, has been Co-Chair of the Health Care Compliance Best Practices Forum and writes and speaks frequently on compliance issues. He received his JD degree from Wake Forest School of Law. He has served on the Board of the Emergency Department Practice
Management Association and is a co-founder and Past Chair of EDPMA. Previously he was in private practice specializing in litigation but has devoted the last 12 years to HBR and its clients.


K. Allen Smith, CPA, Senior Vice President and Chief Financial Officer - Allen was named chief financial officer in 2000. He is responsible for the finance and accounting functions of HBR. Prior to becoming CFO, Allen was the Vice President of operations for the Company's operation in Bala Cynwyd, PA for seven years. Prior to HBR, he had two years of experience in emergency physician practice management, six years as a CFO in industry and seven years in public accounting where he served as audit manager with PricewaterhouseCoopers. Allen is a graduate of the
University of North Carolina-Chapel Hill and is a member of the American Institute of Certified Public Accountants (AICPA), the North Carolina Association of Certified Public Accountants (NCACPA) and the Healthcare Financial Management Association (HFMA).


Anthony W. Brown, Vice President Information Technology and Security Officer. - Tony has overall responsibility for the Company's information technology and security concerns. He joined the Company in 1990 and has been involved in the information technology profession since 1979. He oversees a dedicated IT team of professionals in various support roles, with over one-half of this team in Application Development and Maintenance. They have over 600 combined years of industry experience, with average team member tenures greater then nine (9) years. He is
degreed and actively involved at the regional and national levels in the Association of Information Technology Professionals. Before joining HBR, he was Vice President of Information Systems for an inspection equipment firm supplying the Fortune 100 companies and coordinating multi-national transactions.
